Something weird is affecting film industry like never before. There are around 54 feature films in India including five Tamil and twelve Hindi films held back from release because of lack of No Objection Certificate (NOC). And ‘Imsai Arasan 23am Pulikesi’ is one of the victims, as it is still waiting for NOC before being released in the theatres.
Animal Welfare Board of India (AWBI) has been issuing the NOC till April 2006 but has stopped functioning since amended act of 2002 passed by The Ministry of Environment and Forest has cancelled the rights to issue NOC. The sensor board is also barred from issuing the certificate. So, films that have used animals are lying with no one to attend to. Now, government should step in and stop the confusion. ‘Imsai Arasan 23am Pulikesi’ is said to be a historical hilarious film with Vadivelu, Monica, Nadhitha and Tejashree in the lead roles. Shankar is producing it with Simbudevan making debut as a director and music scored by Sabesh - Murali
